What is the Restrictive Housing Act?
It is a piece of legislation that would end the use of long-term solitary confinement in Rhode Island, and redefine restrictive housing practices at the ACI. It is also our first step in the long-term mission to Close High Side.
Passing the bill would also mean better protection from solitary confinement for high-risk populations, such as those with severe and persistent mental illness or developmental disabilities. The RHA promotes equitable access to programming opportunities and mental health care. It is built from successful reforms and creative alternatives to solitary confinement that have been implemented in other states, and improved safety outcomes while saving state taxpayers money. Most importantly, it will end the use of torture in the ACI, align our state with modern day correctional logic, and result in safer communities for all. More details can be found here.
